Charitable Collections

House-to-House Licence

This licence is required mainly for door- to-door charitable collections, either made with collecting tins or by returning to collect a previously posted envelope. It will also cover collections of money made on a "pub crawl" and, for example, collections of tin foods for redistribution or "jumble" for charity sales. No person under the age of 16 years can act as a collector.

The collector must make a return to the Council within a stipulated time. Applications must be made no later than the first day of the month preceding that in which the collection will be made. No fee is payable for a licence.

Certain charities are exempt from requiring a House to House Permit if they hold an exemption issued by the Cabinet Office.

Street Collection

This permit is required by anyone wishing to collect money in the street from a set position for charitable purposes.

No person under the age of 16 years can act as a collector.

All collections of this nature must collect the money in sealed tins.  The collector must inform the Council, within one month, of the amount collected, any expenses which have been deducted and signed by a Chartered or Certified Accountant. They must also have a separate list of the collectors, together with the amount collected in each tin. A prescribed notice must also be published, after the collection, in a local newspaper. No fee is payable for a permit
