Performance Management Framework (PMF)
The PMF is a Framework of strategies, plans, policies and indicators, that enables
our performance to be effectively and efficiently monitored in an open and transparent way. By developing
an effective performance management framework, which delivers continuous service improvements and supports
managers and staff in the development of their roles, we will drive up performance, quality and customer
satisfaction.
The Framework at North Dorset District Council is treated like a 'living' entity
and is regularly updated.
In addition to the statutory strategies and policies we operate, the PMF concentrates
specifically on our Corporate Plan for Improvement 2006 - 2009.
In the plan we show what performance has been in the past, we show what the current
levels of performance are, and we set out targets for the future.
Beneath these plans are 'business plans' which are used by managers and team leaders
as part of the day-to-day management of services we provide. They are directly linked to the annual
Performance Plan. These operational plans are not in the public domain but do contain all of the strategic
development tasks and performance measures in their respective 'parent plans'. Individual business plans
are 'owned' by the team leaders and managers of the service. They form an important part of the operational
management of services and are the 'building blocks' of the PMF. Business plans set out what the service
aims to develop over the coming financial year and the performance targets aspired to.
The Framework is not just about Performance Indicators!
Performance management is not just about the monitoring of performance indicators,
the framework extends to incorporate monitoring of strategic and service development tasks, complaints,
spending, review and inspection recommendations.
Who Monitors the Framework
It is monitored by elected Members, the Council's Senior Management Team, Team Leaders
and Managers. Performance against the annual Performance Plan is reported on a regular basis to the
elected Members. This is supplemented by the monitoring carried out via the scrutiny process.
