Decent Homes Standard

The Council is also aiming to increase the proportion of private housing in a decent condition. This standard goes beyond the minimum standard for housing conditions.

A decent home must meet the following criteria;

1. Current statutory minimum standard for housing.

Minimum housing standards are determined using The Housing Health and Safety Rating System (HHSRS).  To be a decent home it must be free from the most serious housing related hazards known as category 1 hazards.

2. Reasonable state of repair.

In addition to achieving the minimum standard for housing, properties must also be in a reasonable state of repair with regard to external walls, roof structure and covering, windows / doors, chimneys, central heating boilers, gas fires, storage heaters, electric’s, kitchens and bathrooms.

3. Reasonably modern facilities and services

The property will not meet this criterion if it lacks three or more of the following;

  • A reasonably modern kitchen (20 years old or less);
  • A kitchen with adequate space and layout;
  • A reasonably modern bathroom (30 years old or less)
  • An appropriately located bathroom and WC;
  • Adequate insulation against external noise (where external noise is a problem);
  • Adequate size and layout of common areas for blocks of flats

4. Reasonable degree of thermal comfort

This means it must have both effective insulation and efficient heating. There are grants available to make tenants and owner occupiers homes warmer, healthier and more energy efficient.
