Refuse sacks
Due to government capping councillors decided that black sacks would stop in 2006 because they would be considered to have a lower impact on citizens than the cutting of other services.
It is regretted that this is the case but the Council has some very tough choices to make about which services it can continue to fund and which have to cease.
Many district councils do in fact expect residents to buy them at their own expense. Under the Control of Pollution Act 1974 ‘The collection authority (North Dorset District Council) may specify what type of receptacle the refuse is collected in.' The receptacle may be provided free of charge or at the occupier’s own expense.
Refuse must be presented in black refuse sacks not supermarket carrier bags. This is not a suitable method to dispose of rubbish, the main issues with using carriers are:
- Increased manual handling concern, picking up carrier bags from a significantly lower level.
- It takes a large number of carrier bags to hold the volume of one refuse sack. This slows down the collection process and reduces productivity and therefore efficiency.
